While I’m not really sure about the etymology of the word, in modern German, “Dödel” means “dong”, although it certainly can also be used in the sense of “idiot”.
Also, when used as a verb, it basically means to dawdle. Yes, the likelihood of both words being related is very high.
Now imagine you lose a war to them and they play this as you march away in defeat.

The way I heard it was these American rich kids would do tours of Europe. When they got to Italy they encountered pasta for the first time, and thought it was absolutely the best coolest food ever. “Macaroni” became their word for cool/lit/fire according to your age and preference
