There is an American subculture teaching and using ISO 8601; the US military. They don’t call it that, but I learned later that’s what it is. They enforce YYYY-MM-DD on all documents.
This is becoming more common in a variety of jobs. I work in tech, and have heard from colleagues about their experiences with nanny software. Without a union, your best bet is malicious compliance. I would start looking for hacker communities and posting there, because there can be simple but non-obvious ways to circumvent controls while still seeming to comply, which protects your job.

Hi, I’m a hiring manager so I do interviews and make decisions on new personnel. As others have said, simply tell the truth that your current position is temp and you are looking for a permanent one. As a hiring manager hearing that from an interviewee, I wouldn’t bat an eye.
You don’t need to give details on when the temp position ends, but they should want to know when you would be available for the new position.
Finally, I don’t think the answer you got is a sign to look for another job, that looks like a pretty standard non-committal answer for “wait and see”. It doesn’t raise any red flags.

Can’t do recess appointments if the senate is never in recess. When was the last recess appointment made? 2012, and it was ruled invalid.
This makes no sense anyway. The Senate will be Republican-controlled by four votes before he takes office. So he’s worried about Republicans blocking his nominees? Or is he asking for an ally that’ll put the Senate into recess immediately so he can recess appoint hundreds of people? I doubt even his staunchest allies will be willing to publicly neuter themselves so much.
I expect he’ll do what he spent his last term doing; spend half the day watching Fox News and rage-tweeting, go downstairs for some photo-ops and sign whatever his staff puts in front of him, get whatever it was challenged and (sometimes) blocked in court, and then, if he’s feeling insufficient attention, make a bunch of pronouncements that’ll catch everyone by surprise and then never follow up on it.
