I was thinking more or less the same thing - if you are here illegally it’s probably both cheaper and easier to pay you $1k per person and a free flight back whence you came than to track you down, go through the legal process, and remove you against your will.
Forget the “legal” process (which is skipped). I wouldn’t be surprised if just the salaries of all the ICE officers and the cost of their operations is significantly more than $1000 per immigrant captured.
The cost of the flight is probably not really saved either because they have to physically deport the ones they’ve captured anyway.
And yet I still think it’s a trap. Call me a cynic.
