Why
What would you prefer? Voting for 0 is acceptable. You could say at most one, but it’s not really better.
“Vote for up to one candidate”
I actually think this is harder for people who struggle with English.
“Vote for one”
With “none of the listed candidates” as an option at the bottom, clearly separate from the names
